State bar begins disciplinary proceeding against Yamhill judge

The Oregon State Bar has begun formal displinary proceedings against Yamhill County Judge Carroll Tichenor for allegedly violating several ethical rules when he was a prosecutor in the Yamhill County District Attorney's Office.
It is the second time the bar has charged Tichenor with misconduct.
The new complaint involves several allegations of misconduct from the 2001 prosecution of Lyle Coultas on multiple counts of child sex abuse. The bar association alleges that as a prosecutor, Tichenor filed criminal charges without probable cause, intentionally violated rules of evidence and knowingly advanced an unwarranted claim.
...Tichenor was reprimanded by the bar in 2004 for using unsubstantiated rumors during another 2001 child sex abuse trial in what bar investigators said was an attempt to taint the defendant. Tichenor fought the sanction by the bar and prevailed at the Supreme Court, which ruled the bar had brought the action under the wrong disciplinary rule.
